3.Scrutiny of Nominations

Voter
In India, a citizen who has completed the age of 18 years is qualified as a voter.
Formation of Constituencies
The Constitution lays down
 that after the completion of
 each census the allocation
of seats in the Lok Sabha to
 States shall be readjusted.
 Similarly, the constituencies
for elections to the
Legislative assemblies are
 also readjusted.
Candidate
Any person who is a voter can become the candidate.
A citizen can stand as an independent candidate or a political party  can nominate the candidates  for the election
